SINGLE QUOTES and FINDER METHOD

I am having problems when I use the finder methods with search strings that have a single quotes. I am using Oracle 8i.
My finder method states:
public static final String findByPartialDescriptionWhereClause = "UPPER(DESCRIPTION) LIKE ? AND OCCUPATION_FLAG = ? AND ACT_FLAG= 'Y' AND ROWNUM < 102 ORDER BY DESCRIPTION";
When the user enters a description TEXTILE'S I concatenate another single quote TEXTILE''S and this works when I run the query directly on Oracle however returns nothing when I use the finder method.
Any idea??
