location for struts messages.properties in wsad

Hi,
I try to deploy a struts-supported app in wsad v5.0. And I put the resouce bundle messages.properties under /mywebapp/WEB-INF/classes/ directory according to the struts user's guide, and the application does not seem to pick it up.
Can anybody help?

OK, I found out myself. You have to put the resource bundle under a package of /WEB-INF/classes, such as resources.messages.properties. For wsad, the resource bundle in the default package just doesn't work.
