Using Eclipse 3.1 for a while now, but still new to Eclipse.

When I hover over a class like String, pop up appears with "f2 for Focus"

I press F2, an empty, larger, yellow popup appears. Why is the content missing from the pop-up. I am assuming it should display String API details? I have not been able to get a good answer from the eclipse.newsgroup.org.
Hopefully some here can offer a solution.
