Websphere MulitiLingual issue?

we are using our own Framework with supports mulitple Language like(english(us_en),French(Fr),French Canada(FR_CA))

Weblogic

This application when i deployed in weblogic 8.1
if i go to admin login ,
click ->userpreferneces->change Region - English to French

and click save

I check the Db(oracle) ,Locale field is updated like 'fr'

and logout.

again login.

I can view French Language this applicatiion.


click ->userpreferneces->change Region - French to French Canada
and click save

I check the Db(oracle) ,Locale field is updated like 'fr_ca'

and logout.

again login.

now I can view French Canada Language this applicatiion.

click ->userpreferneces->change Region - French Canada to English
and click save

I check the Db(oracle) ,Locale field is updated like 'en'

and logout.

again login.

now I can view English Language this applicatiion.

suppose i restart the server
what ever language modified ,it shows perfect.

1)How can i resolve this error?
2)what are the possibility to solve for this scienrio?
3)is this application related issue or websphere server releated issue?
