reading through Oracle docs, there is a way to create new users through Portal. it states that there should be a "User Portlet" in the [Administer] tab. i can't seem to see/find it. i only see: "Portal User Profile", "Group", and "Portal Group Profile". i'm log into Portal using 'Portal' account, and this account should be the SuperAdministrator.
can someone help me???
