Suppose if i have two databses one sql server & another oracle & i have to transfer the database from sql to oracle(not using any build in features)using Programming language what r the steps involved

Well you really have some choices. Is this in one program, what is the programming language, you can use ODBC, or JDBC, or DSN to make two connections and then use the data.
If you just want to migrate, Oracle has a migration tool, or you can export the data into a text file from SQLServer and then use SQL Loader to load the data.
It all depends on what your end goals are.
