oracle 9i server and client

I downloaded Oracle9i server and client separately from Oracle. Does it matter if I install both to the same or different directory?

If you are installing both on the same machine just install the server software. there is no need for the client install. the client install is only for machines other than the database server that will be connecting to the server.
