In a stored procedure, I have an update statement which happens if a certain condition is met. How do I capture the number of records affectd by the action so I can log this?

Since this is the Oracle forum, I will assume you are using an Oracle database, and that your stored procedure is a PL/SQL stored procedure.

Use the "SQL%ROWCOUNT", for example:
