Tomcat starting trouble

I download tomcat and installed it. I have set the TOMCAT_HOME,JAVA_HOME variables. I clicked on startup.bat to startup tomcat, and went to http://localhost:8080 and the page loaded fine. However when i clicked on JSP examples and choose number guess, i get an exception as under.
javax.servlet.ServletException: Servlet.init() for servlet jsp threw exception
at org.apache.catalina.core.StandardWrapper.load(
at org.apache.catalina.core.StandardWrapper.allocate(
at org.apache.catalina.core.StandardWrapperValve.invoke(StandardWrapperValve
Am i missing something . ?

Tomcat 4.0.x does not use TOMCAT_HOME.
