Problem when install SOAP on TOMCAT

Hi, I have installed the soap 2.2 on the TOMCAT 3.3. it fails to find the http://localhost ort/soap/servlet/rpcrouter
but successfully with the http://localhost ort/soap/.
The error message shows that:
java.lang.NoClassDefFoundError: javax/mail/MessagingException
I checked the troubleshooting webpage, they said it was caused by the classpath seeting of the mail.jar, but I have checked it, it is correct in my classpath. and after the restart of the TOMCAT, the problem is still there.
Can anybody help me solve it?

Hi, I solve the problems after I manually add the classpath to the tomcat.bat file, instead of using the "%CLASSPATH%".
omcat does not use your system's CLASSPATH setting. Instead
Tomcat starts using only tomcat.jar on the classpath and builds
its "classpath" internally. To add your classes to those of
Tomcat, refer to the Tomcat Users Guide (tomcat_ug.html found
in the "doc" directory.
