Placing CSS files

Hello ALL,
I'm using Apache/Tomcat.. i would like to uss CSS style sheet for my application, but i don't know where to place the CSS file and how to utlise in my JSP files?
Pls let me know the details

Same place as you put the JSPs will do it.
