It's said that tomcat is a pure java web server. Does it mean that the whole tomcat software is written in Java?

Tomcat is a servlet container that also includes a webserver. And yes, it's written in Java. If you look at startup.bat and tomcat.bat (or catalina.bat) you will see Tomcat is invoked through a java command-line.
