problem starting tomcat on windows 98/NT

I am trying to start tomcat server from C:\Tomcat\bin\startup its giving me catalina_home variable is not defined correctly.I set that varible in sysvariables and also user environment variable.Anyone has any ideas???

what have you defined CATALINA_HOME to be? (use all upper case as well).
