Removing a web app from Tomcat

I am having trouble removing deployed app from tomcat. I stop the server, delete the app from the webapp directory and then restart Tomcat but somehow the web application is restored. I am using windows 2000 with tomcat 3.2.4. What am I doing wrong?

I figured out what I was doing. Pretty dumb I was deleting the exploded war file but not the application.war file itself, so everytime I'd start the server it would get redeployed.
