Tomcat + javax.comm = no ports found!

I want to use the javax.comm API with Tomcat.
My servlet executes without error, so the comm.jar is found and the javax.comm API can be accessed.
But my servlet does not find any ports!!
I guess the problem is with the javax.comm.properties file. If this file is in the wrong place no ports are found.
But where to put it in Tomcat??
A java application using javax.comm works fine and shows me all the ports on my system. But how to install the javax.comm correctly with Tomcat?

properties files should be placed somewhere that the Tomcat classloader can access them... so in WEB-INF/classes would be good.
