Where to find sample file?

I am reading Tomcat documentation �Define workers�. It says: Defining workers to the Tomcat web server plugin can be done using a properties file (a sample file named is available in the conf/ directory).
But in my tomcat 4.0.1 or 4.1.12 download I can�t find a file under /conf.
Any ideas?
