JSP Helper classes in Tomcat

Hi,
We have an application which contains jsp & helper classes for jsp. Now, my question is if i place all these classes in the WEB-INF/classes directory, why the tomcat is not picking up. But if i set the classpath to this classes directory it is picking up or if make a jar file and put in WEB-INF/lib, it works.

Moreover, any helper classes of a servlet is automatically picked up from WEB-INF/classes even if i don't set the classpath.
Why is this so...
