Servlet reload

I have this servlet which uses native third party library, which is deployed in Apache-Tomcat. I have configured the server to reload the servlet whenever servlet code changes. But whenever I change this servlet code, and access the servlet from the browser, tomcat throws response 500 - Internal Server Error saying that it can't find the native library. The only solution in that case is to stop and start tomcat, is there any other way to solve this problem? Has anyone else faced a simialr problem with third party native libraries? Is it a known issue?
