how to run JSP page in TOMCAT server

Hi all,
I want to use the TOMCAT SERVER and run the JSP file. Where should i place the JSP file ? I placed the JSP file in c:\tomcat\jakarta-tomcat-3.3a\webapps.
then i tried to start the server by
c:\tomcat\jakarta-tomcat-3.3a\bin>startup
But it is giving the following error.
you must set your JAVA_HOME to point at your java development kit installation.
Thanks in advance.
