Tomcat Error

I've got a strange error which is quite annoying because it used to work before i reformatted my machine.
It's basically an application that reads from a mysql server.. that's it.. it used to work and now it doesn't.
What is wrong is it tomcat??

org.apache.jasper.JasperException: Unable to compile class for JSP
An error occurred at line: -1 in the jsp file: null
Generated servlet error:
[javac] Since fork is true, ignoring compiler setting.
[javac] Compiling 1 source file
[javac] Since fork is true, ignoring compiler setting.

I found two examples of this bizarre msg in the database of weird Tomcat problems I am building. See if any of these sound useful.
1. A case in which the machine had both JRE and JDK, Tomcat was being run as a service, and the registry entry pointed to the JRE so Jasper could not find the javac compiler.
2. The error msg also contained a note about not finding a bean class. Supposedly fixed by ensuring that bean used was in a package.
