jk2 in tomcat + iis configuration

I'm trying to setup tomcat to work with iis through jk2. So I did the jk2.properties, worker2.properties configurations stuffs. When I run tomcat it loads

my jk2.properties is located in c:\java\tomcat 4.11\conf\jk2.properties, I have no idea what setting make it point to C:\Java\Tomcat 4.11\bin\..\conf\jk2.properties.
My class path for tomcat_home is c:\java\tomcat 4.11
Any idea? Thanks in advance.
