Hi,
I installed Tomcat 5.0.19 on Windows 2000. when i try to run tomcat like this:
c:\jakarta-tomcat-5.0.19\bin>startup
Using CATALINA_BASE: ..
Using CATALINA_HOME: ..
Using CATALINA_TMPDIR: ..\temp
Using JAVA_HOME: d:\jdk1.4
c:\jakarta-tomcat-5.0.19\bin>

nothing happens, and the dos prompt appears.
When i go to bin directory and run startup-using-launcher.bat , I get an
exception :

Oh sorry, I've mixed oranges with apples :-). It looks like Tomcat looks for ant library, and either it doesn't find any or it finds one of a wrong version.
Hope it helps.
