Upload jsp without restart server?

I am using Eclipe3 + Tomcat5 + JWSDP1.3. I will have to stop and start Tomcat everytime when I make changes to my Jsp. Some people suggested to add "reloadable=true" on server.xml, but I didn't see any "Context" tag on my /conf/server.xml file. Please help.

I used Tomcat web application manager now and it works. But the "reload" button still not working, have to use "stop" and "start".
 
I agree. Here's the link: http://ej-technologies/jprofiler - if it wasn't for jprofiler, we would need to run our stuff on 16 servers instead of 3.
