No Response After Deployment

I moved my dev env from one computer to another using Tomcat4.1.30. Identical server.xml and I deployed my application to webapps folder the same way. It worked in my original computer but in the new computer, there is no response from http://localhost:8080 or from the example app. Tomcat started with no error message and identical message as the old computer. What could I have forgotten to do? In short, I deployed all app jar files to webapps/myapp/WEB-INF/lib and also deployed my web.xml in WEB-INF with identical tomcat version 4.1.30. Thanks for any help !

If there is no response from localhost:8080 I would really question whether Tomcat is actually running. How did you start it?
On windows I would look at the Task Manager to see if there is a process for it?
Does this new computer have the JAVA_HOME and CATALINA_HOME variables in the environment?
Has this new computer ever had an earlier version of Tomcat installed? How about the Java version?
