auto deployment in production environment [Tomcat]

hi everybody,
Just wondering what to use (how to configure) so that Tomcat can auto
deploy webapps (Yes I know for reloadable=true) but that is not recommended
in production (right?)! What if someone is hosting 1K sites and if
every user can acess its site through ftp and change it! How can we
make Tomcat aware of change in every webapp automatically!
