Adding an External Directory

Here's my question; Supposing I want to add an external directory for tomcat to recognize. Like for example a folder in D:\Mp3. How will I make tomcat recognize that this directory is part of tomcat or part of the webapp?

I'm sorry if this kind of question was posted before but I couldn't find any relating to this topic.
