I have 2 web-apps running under 1 Tomcat instance. It's a full and a stripped version of the same application. So now i have to copy all jsp-files, ... (that are exactly the same) from the first web-app to the second web-app. Things that are different: struts-config.xml and some other own config-files. Is it possible to let the stripped web-app use the jsp's, struts actions and forms from the first web-app? or is copying the only way to do it?

Copying is by far the simplest way. Keep in mind that the designers of the API intended for web applications to be completely independent of each other in order to promote a market in commercial web applications.
Ant is your friend if you have to automate copying and updating.
