Enabling cgi scripts on Tomcat

I have been using tomcat for a while and a new software installation requires me to run cgi executables from tomcat. I went through the documentation on tomcat docs page, and have made the necessary changes to the jar files and conf.xml files. I was testing a helloworld program on windows. It is a .bat file placed within webapps/my-dir/WEB-INF/cgi-bin directory. Now I'm unable to run this file from this location. Can someone tell me what's going wrong with what I'm attempting to do?

How exactly are you trying to invoke this CGI script?
What exactly is it supposed to do?
What exactly happens when you try it?
Does any related message appear in the logs?
