server side includes

I have an html file with a server side include:

in a.html there is:
<!--#include file="/portal/includes/subsite_header.txt" -->
....
....
<!--#include file="/portal/includes/subsite_footer.txt" -->


===> I try to bring this up in the browser to no avail.

If I use a JSP page and have:
<%@ include file="/portal/includes/subsite_header.txt" %>
...
...
<%@ include file="/portal/includes/subsite_footer.txt" %>

===> that works.


What could be missing that the include using just html won't work?

Are you using a server that supports SSI?
Do you have it enabled and configured?

I would start with the documentation for the container you're using.

It's a Windows 2003 server.
Apache Tomcat
JDK 1.3 (or 1.4)
Tomcat 4.0 (or 4.1)
