Apache Monitor for starting a service but the Services window does not

I can stop and start the Tomcat service from the services window.
However, when I add my application to the webapps application.war, the tomcat service breaks. I can not start and stop it in the services window.
However, I am able to start and stop tomcat successfully from the Apache Service Manager.
The commands from the command line do not work either.
Both the services window and the Apache Service Manager call the same tomcat5.exe. Apache Service Manager muct be doing something different but what

I'll grab at straws here since nobody else has answered it today....

Window's Services don't run as the user you've logged in with (by default).
Is it possible that the user the service is being run under doesn't have permission to access some or all of the files in your webapp?

Are you getting any errors in the Tomcat logs?
