Tomcat - IIS Upload woes

This problem has been plagueing me for some time now. Any help working through it will be greatly appreciated. I have worked through many forums and topics and have yet to find one that got me going. Uploads fail when uploading a file larger than about 30k. I am using commons upload, but that is irrelevant since all uploads work (at least 2.5 MB) when addressing tomcat directly. I know this is a common problem, but what is the solution. It seems to me that this isapi_redirector is not very stable and should not be in production. If this is the case, what is a better connector?

Thanks.

I have this problem on our production and staging server. Luckily, no applications or currently live on our production server. Does anyone know what this could be?

Extremely frustrated.
