tomcat installation problem (path error)

i install jakarta-tomcat-5.0.28.exe set JAVA_HOME on my jdk dir (JDK 5) and then set CATALINA_HOME % TOMCAT_HOME on my tomcat dir. I also add in win2k pat the bin dir of tomcat and jdk.

When i start applications with tomcat are unable to compile my jsp giving me the error

root cause 
 
Unable to find a javac compiler;
com.sun.tools.javac.Main is not on the classpath.
Perhaps JAVA_HOME does not point to the JDK

When i use the same tomcat under Myeclipse ide it' s all allright.

can you help me understand why?
