tomcat, deploying to root

i'm working on an ant-cruisecontrol build system to replace manual process. in past, guys would just copy-paste stuff to webapps/ROOT. i'm building war and looking to deploy to root. had thought that all that was needed was to build ROOT.war, and tomcat would explode it. not the case. tomcat does not like /ROOT to be removed, and will not explode ROOT.war. been googliing around, but no clue thur far. thoughts?

posting solution back here for closure...

commented out the context setting in server.xml, deleted /ROOT, copied ROOT.war out to webapps/, restarted server, viola. had tried lots of alternatives around each of these points, but this is the combo that works for now.
