Tomcat (Cluster Env): URIEncoding="UTF-8" doesn't seem to work

Hi,
In a standalone mode, configuring the attribute URIEncoding="UTF-8" for the Connector element (server.xml) works fine, whereas it doesn't seem to work fine in the cluster environment. If someone has experienced this in the past, could you please share your comments?
