That sounds like your shutdown attempt is using a socket that Tomcat is not listening on.
What exactly are you executing to try to shutdown Tomcat?
How was Tomcat started?
Which versions of Tomcat and Java?
Did you change any of the port settings in server.xml from the originals?
How was Tomcat installed? As a service or a plain application?
