That usually means nothing is listening at the port used for shutdown commands. Are you sure Tomcat is still running when this command is given?

How is Tomcat being started? As a service or from startup.bat as a user program?
Is this a new Tomcat installation or is there a chance that somebody has fiddled with the port assignments?

Yes, this means the tomcat is not running, or someone may have played with the port number assignments.
