WEB-INF\lib directories being deleted

When I start the tomcat service the web-inf\lib directories for each webapp is being deleted. Has anyone run into this problem before?

Tomcat Version: 4.1.30
OS: Win XP Pro & Win 2003 Std

I never heard of that one! Pretty alarming, I'm sure.
How are you deploying your web applications? Are .WAR files involved?

Is Tomcat installed as a windows service?
How are you starting it?
Does Tomcat die or continue to run?
Any useful messages showing up in the logs?
