Hi all,
I do not know the use of CATALINA_BASE.Can anybody have any idea regarding this.

Yes, it's possible to run more than one instance of Tomcat on a machine without having to install duplicate copies of all of the Tomcat files for each instance.

When doing this, CATALINA_BASE would point to the actual Tomcat files.
Then, multiple accounts can have a CATALINA_HOME environment variable that points to that account's config files.
