Changing the default jsp page

I am trying to change the default page when is sent from a browser. The file I want it to point to is under TOMCAT HOME/webapps/welcome/index.jsp

In the server web.xml file under conf, I changed the <welcome-file> entry for jsp to /welcome/index.jsp and didn't work, and tried welcome/index.jsp and also failed. Is there another line I need to edit? Thanks

Change your app's name to ROOT and replace the current ROOT app (which shipped with Tomcat) with it.
