Are the classes under the myapp/WEB-INF/lib in a jar the same with in the myapp/WEB-INF/classes?
I mean can a class(it maybe in a jar) in the root of the myapp/ call the classes in the myapp/WEB-INF/lib or myapp/WEB-INF/classes?

It doesn't matter where the files are deployed. Just be sure that they are in the build-time classpath, and you can import them.
