Performance issue in Apache & Tomcat

Hello,

I have a typical issue.

My Apache 2.0.59 http.conf has the below parameters

<IfModule worker.c>
StartServers 2
MaxClients 400
ServerLimit 16
MinSpareThreads 25
MaxSpareThreads 75
ThreadsPerChild 25
MaxRequestsPerChild 500000
</IfModule>

And Tomcat 4.1.24:

minProcessors="10"
maxProcessors="75"
acceptCount="10"
enableLookups="false"

will this affect the Performance of the web/app servers and the application.

i get a strange error, i get a 503 error when one user tries to upload .csv files to the server....

Any help will be highly appreciated.
