Are there any error messages in the catalina.out file in the "logs" directory?

Is Tomcat running?

Who's 404 page are you seeing; Tomcat's or the default 'Friendly Error' page that MSIE displays instead of the actual server error?

My guess is that Tomcat is not actually running due to some startup error. What method are you using to start Tomcat?

Assuming windows - can you see a Java process in the Windows Task Manager?

my problem got solved as there was some startup error.
