I realize the book has downloadable code that comes along with it. What teaching approach has been taken? Is there one small webapp that builds up as the book progresses or is this more of a reference book with disconnected bits and pieces?

No, the book isn't really about coding (although there are some code examples). Its about configuring, administrating, and an exhaustive overview of the Tomcat 6 web container.
