set CATALINA_HOME to point the servers root directory
as C:\Program Files\apache-tomcat-5.5.17.

set JAVA_HOME to point the jdk root directory
as C:\Program Files\java\jdk6.0

set CLASSPATH to point all jar files(jsp-api.jar,servlet-api.jar etc) other than those belongs to jdk directory.

Annoying buzzer sound!

set CLASSPATH to point all jar files(jsp-api.jar,servlet-api.jar etc) other than those belongs to jdk directory.

The java compiler will pay attenion to CLASSPATH but Tomcat ignores it completely. See the class-loader-howto.html file that is normally part of a Tomcat installation for details on how Tomcat locates libraries.
