Deployment error, Access to Tomcat server has not been authorized.

I've got a 'Deployment error' while trying to deploy web apps to Tomcat 6.0 in Netbeans IDE. While deploying to the same server outside the IDE it works fine.

The Exception occurs only when running web apps, while starting Tomcat alone raises no exceptions.

Exception:

Deployment error:
Access to Tomcat server has not been authorized. Set the correct username and password with the "manager" role in the Tomcat customizer in the Server Manager.

And the tomcat-users.xml has a 'manager' role properly configured:

Remove the Tomcat and then re install it ! Try this .
