Config context in JBoss

I need to create context but have error.
Step :
1. add context in $JBOSS_HOME/server/default/deploy/jbossweb-tomcat.sar/jboss-service.xml file
<Host name="">
<Context path="/test" docBase="c:/test" ..>
2. run jboss server
Result :
In browser :HTTP Status 500 - No Context configured to process this request
I have some problem ..... help me please....
