When I run start j2ee �verbose I get the following exceptions

I have the same problem when I'm trying to start j2ee on windows XP
Env Variables are as follows
J2EE_HOME=c:\j2sdkee1.3.1
JAVA_HOME=c:\jdk1.3
CLASSPATH=c:\j2sdkee1.3.1\lib\j2ee.jar; c:\jdk1.3\lib
PATH=%path%;c:\jdk1.3\bin; c:\j2sdk1.3.1\bin

When I run start j2ee �verbose I get the following exceptions
