DB connection is very slow

We use SUN one App server 7 and Oracle 9i,
for our product.
We have a problem:
Application server and Oracle are not busy too much but it take a long time for JDBC operation(JDBC pool size on App server is also very big I think about 300) a guy from Test told me that Application server stay idle waiting for connection and you should check oracle if yes or not !!! then provide us solution.

They don't provide me enough info but I think I should:
1)I will see App server log and check Oracle Listener status with Oracle LSNCTRL(or something like that)to find DB situtation.

2) Looking for some monitoring toolm that let me know if the problem is Network or something between App server and DB (Our OS is sun Solaris), if you know some please tell me.
