What is the best open source content management system (CMS) for web based applications / sites?

I need something which I can easily configure / customize the user interface layer.

There are tens of opensource CMS in java.
here is a list of them.

Which one is usefull for you? it depends on your requirements.
one very simple one could be

but if you looking for something like php based portal systems (phpNuke?) then you should check
