how to choose best scenarios for the usecases?

If your customer doesn't know what they want, frame your solution - to give them just enough to get by; thus that should limit your scenarios.
If they know what they want; they will tell you the scenarios.

Try reading this book, it gives u lot of details about understanding use cases.
Use Case Driven Object Modeling With Uml : A Practical Approach
